Do foreigners pay more at a Korean urologist in Busan?

Not at Urogyn Men's Clinic in Busan Seomyeon: one published price list applies to every patient regardless of nationality, language or where the booking came from. A no-scalpel vasectomy is ₩800,000, an ED first visit ₩400,000, a PSA test ₩150,000 and an STD 13-panel ₩250,000 for a Korean patient and an international one alike. Where prices in Korea do differ is between insured and self-pay items — and for the men's urology procedures on our list, that distinction rarely applies.

Are there two prices in Korea — and in Busan?

Yes — but the split is not by nationality. Korean healthcare has two price tiers for many services: an insured price, set nationally and paid partly by National Health Insurance for those enrolled in it, and a self-pay price, set by each clinic, for services that insurance does not cover or for patients not enrolled. Most of men's urology as a specialty — enlargement, circumcision for preference, vasectomy for contraception, ED treatment, cosmetic and elective procedures — is self-pay for everyone. A Korean resident and a visitor from abroad see the same self-pay figure for the same item.

Where does the “foreigner price” idea come from?

Three sources, and none of them is an official policy in Busan or anywhere else in Korea. First, clinics that do not publish prices quote case by case, and a quote given in English through an agent or coordinator can carry a commission that the patient never sees itemised. Second, packages sold to medical tourists bundle transport, interpretation and hotels with the procedure, so the total is higher than the clinical fee a local pays. Third, genuine variation: the same procedure can differ in scope — more filler, a larger graft, an added test — and two men comparing totals are often comparing different things. The protection against all three is the same: a published, itemised list and a written quote before you travel.

What does a published list promise — and not promise?

A published list — ours in Busan Seomyeon or any other — promises that the figure for a defined item is the figure charged, to everyone. It does not promise that every possible item is on it, or that a procedure with more scope costs the same as one with less. Reading a Korean price list well means noticing three things: whether a figure is fixed or “from”; whether the item's scope is stated (a filler price with a cc range, a check-up with its components listed); and whether related items — a test that usually precedes a procedure, a retouch that sometimes follows — appear as separate lines. Our list does all three, and the pricing page is written so that you can see them without asking.

How does Urogyn in Busan price, item by item?

• Fixed figures where the procedure is standardised. Vasectomy ₩800,000. Basic laser circumcision ₩800,000. Gynecomastia surgery ₩5,000,000, a single price rather than a grade-based one.
• “From” figures where anatomy sets scope. Dermal graft from ₩3,900,000; UroLift, Rezum and Progator from ₩10,000,000; penile implants from ₩8,200,000. The “from” is explained on each page and confirmed in writing after assessment.
• Per-unit figures where volume matters. Girth filler: ₩1,700,000 flat for 2–4cc, then a 15cc base with a stated per-cc rate. Testosterone injections per dose: Nebido ₩500,000, Jenasteron ₩100,000.
• Bundled figures where the components always travel together. The ₩600,000 full prostate check-up; the ₩400,000 ED first visit with its response test included.
• Separate lines for what is genuinely optional. Semen analysis ₩150,000 after vasectomy; fat graft retouch ₩1,500,000 within a year; filler removal ₩1,500,000 for men arriving with product from elsewhere.

Nationality appears nowhere in that structure, and neither does language: the urologist who quotes you speaks English directly, with no coordinator between you and the figure.

Which five questions protect you at any clinic?

• 1 Is this price published, and where? A figure you can find on the clinic's own site or list is a figure they are accountable for. A verbal quote is not.
• 2 What exactly does it include — and what is a separate line? Ask for scope in writing: volume, components, follow-up, tests that usually precede or follow.
• 3 Is it “from”, and what makes it rise? A “from” price is honest when the variable is named. It is a warning when it is not.
• 4 Who performs the procedure, and will I meet them before paying? At Urogyn the urologist who consults is the urologist who operates and follows up. Ask the same question anywhere.
• 5 Will you confirm the figure in writing before I travel? A clinic confident in its list will. Keep the message; it is your quote.

What do receipts show, and do they work for insurance?

You are entitled to an itemised receipt for any self-pay service in Korea, and at Urogyn in Busan one is issued on request in the wording your insurer needs — the procedure name, the date, the fee and the clinic's registration details. Whether a home insurer reimburses elective men's urology is a question for the insurer, not the clinic, and most do not for cosmetic or contraceptive procedures; diagnostic items such as a PSA or an STD panel with a medical indication are more often claimable. For privacy, a receipt is issued only when you ask, and only to you.

What can legitimately change your bill?

Honesty cuts both ways, so here is what does move a figure at any clinic in Busan or elsewhere, including ours. Scope: more filler, a larger graft, a longer procedure. Findings: a test that shows infection to treat first, a prostate too large for the planned procedure. Add-ons you choose: a panel on the same visit, a vaccine, a retouch. What never moves it at Urogyn is who you are or how you found us — and if you are ever quoted a figure that is not on our list and not explained, you are entitled to ask why, and to receive the answer in writing.
